Why is the Bank BRDF empirical model multiplied by ln at the end?

When learning BRDF light model, there are three points on the fragment shader code of Bank BRDF experience model that are not understood, marked with red pen, the code is as follows:

1. Why do we compute H? I don't even see H
2. Why do we have to determine whether two dot products are 0? If the light is perpendicular to the normal line, then it won't render.
